Brutal Chinese Weapon, Tailor-Made for Insurgents

I imagine these will end up in the hands of insurgents all across the globe. The Chinese will manage to further destabilize regions without overtly claiming responsibility, and the job of the US and its allies will grow increasingly difficult. I realize this is just one form of warhead, but it seems very powerful--and I can envision it making the job of security forces in places like Iraq all that much more difficult.
